CELEBRATING INTERNATIONAL DAY OF PEOPLE WITH DISABILITIES
International Day of People with disabilities held on last Friday, 3 December 2021. This year, we are celebrating the challenges, barriers and opportunities for people who live with disabilities, in the context of a global pandemic.[1]
On this day experts remind that, the Labor Law of Mongolia stipulates that business entities and organizations with 25 or more employees shall employ at least four percent of their total number of employees with people with disabilities. The revised Labor Law adds that regardless of the type and form of ownership, business entities and organizations shall employ people with disabilities as stated before.
There is also a legal provision that if a business entity or organization fails to employ people with disabilities as set forth above, it shall pay a monthly payment for each position to be filled. According to the revised Labor Law, the amount of this payment shall be equal to the minimum wage and shall be paid monthly to the Employment Promotion Sub-Fund for Persons with Disabilities.
The revised Labor Law also provides that a person caring for a person with disability may work remotely on flexible schedule by agreement with his or her employer.
In addition, regulations on encouraging and glorifying the organizations and individuals who support people with disabilities have been approved.[2]
According to the United Nations:
- - Of the one billion population of persons with disabilities, 80% live in developing countries.
- - An estimated 46% of older people aged 60 years and over are people with disabilities.
- - One in every five women is likely to experience disability in her life, while one in every ten children is a child with a disability.
- - Persons with disabilities in the world are among the hardest hit by COVID-19.[3]
