Elections are the process of establishing the legislative authority, the supreme body of state power, and this relationship is regulated in detail not only by the Constitution of Mongolia but also by specialised legislation.

By the amendment to the Constitution of Mongolia made on 31 May 2023, the State Great Khural shall consist of 126 members, of whom 78 shall be elected on a proportional representation basis, 48 members are to be elected by proportional representation, and the State Great Khural’s elections are to be conducted under a mixed electoral system. We present to you the handbook developed to provide guidance on these related provisions.
