In the Preamble to the 1960 Constitution of the Mongolian People’s Republic “The aim of the Mongolian People’s Republic is to build socialism fully and, in the future, to establish a communist society,” it proclaimed, which led to legislation being drafted in accordance with this ideology, prompting a vast and arduous programme of reform, and one of the major achievements of the 1960–1972 period was the 1963 Civil Code.
With the aim of locating and collecting the sources included in this work, we have conducted extensive research and investigation on a broad scale since 2018 in the following ways.
Firstly, we clarified information from senior lawyers, particularly civil law specialists, regarding documents and sources relating to the 1963 Civil Code of the Mongolian People’s Republic;
Secondly, works published in the public domain on civil law were examined;
Thirdly, examined works published in the public domain on civil law; Fourthly, studied materials relating to the 1963 Civil Code of the Mongolian People’s Republic held in the National Central Archives, including those of the Council of Ministers and its subordinate bodies, the Legal Committee, the Great People’s Khural, the Supreme Court, the Ministry of Justice, the Office of the State Prosecutor, the Central Committee of the Mongolian People’s Revolutionary Party, the Central Committee of the Mongolian Youth Union, The relevant documents of the Academy of Sciences, the University of Mongolia, the School of Law, the Institute of Party History and the Higher Party School for 1962–1963 were examined;
Fourthly, the articles and editorials from the 1962–1963 issues of the newspapers Ünэн, Залуучуудын үнэн, Хөдөлмөр and the journal Намын амьдрал were examined.
